Complaints to DLD: which route DLD's FAQ gives for what

Keyva ResearchAugust 27, 2026

Dubai Land Department's FAQ, read 9 October 2026, gives different complaint routes for different problems. A complaint about DLD's own services or staff goes through the Dubai government's ecomplain site. A complaint about a real estate office goes through DLD's website or the Dubai REST app. A lease dispute goes to the Rental Disputes Center.

How is a complaint about DLD itself made?

The FAQ answers "How can I file a complaint about the services or employees of Dubai Land Department, its sectors or organizations?" It lists:

  • the ecomplain site at ecomplain.dubai.gov.ae;
  • DLD's free unified call centre;
  • a visit to the Corporate Communication Department at DLD's head office;
  • a letter to DLD's PO box, or a fax.

How is a complaint about a broker or agency made?

The FAQ says a complaint against a real estate office can be registered on DLD's website or the Dubai REST app.

It sets four conditions. The complaint must be against a real estate company licensed in Dubai. It must be about a real estate violation, not a contractual claim between the parties. Supporting documents must be attached, such as a copy of the advert, a payment receipt or proof of the violation. A copy of proof of identity is needed.

Which complaints does DLD not take?

The FAQ (read 9 October 2026) says these are not considered:

  • cancelled reservations, compensation, refunds and contract disputes between a customer and a real estate company;
  • disputes about contracts concluded more than six months earlier;
  • lease disputes, which go to the Rental Disputes Center.

What about building services and maintenance?

For poor services or maintenance in a jointly owned building, the FAQ says owners file a complaint through the Dubai REST app, in the Real Estate Violations System.

Who handles payment problems?

DLD's contact page, read 9 October 2026, sends payment issues to Noqodi Customer Support, on 600 503 036 or through its support form. The same page gives DLD's technical support email as info@dubailand.gov.ae.

What does the FAQ not say?

It gives no response times and no escalation path after a first reply.

Keyva's guide to DLD's contact details lists the other channels.

This page reports what DLD publishes. It is not legal advice.
