- The year is the year of the target end date in the Land Department's register (its
project_end_datecolumn), for every project whose status there is anything but finished. The register carries a second date column on fewer projects; it is not read here, so one column is counted and named. - A target is a target. The developer recorded it and the Land Department's file carries it. Whether a project meets it is not in the file, so the page never says a project is early, behind or finished on time.
- Units and villas are the counts recorded on each project's register row, added up. A count of 0 in this file means no count was recorded, so each card says on how many of its projects a count exists; a sum is never a total for the year.
