DLD project status values and what DLD defines

Keyva ResearchAugust 27, 2026

Dubai Land Department's open-data portal, read 9 October 2026, lists eight values for a project's status. It does not define them. DLD's FAQ explains what happens to a project that is cancelled or under cancellation, but not the other six.

Which status values does DLD list?

The Project tab of the portal (read 9 October 2026) lists these values:

  • Freezed
  • Under Reviewing
  • Under Cancellation Decision
  • Cancelled
  • Finished
  • Active
  • Conditional Activating
  • Under Cancellation Notification

"Conditional Activating" is one value in the portal's list, not two.

What does DLD's FAQ say about cancelled projects?

The FAQ says that when a project is cancelled, the account passes to the project liquidation department. That department asks the developer to return the amounts paid to investors within a set period from the cancellation decision. If the developer does not comply, the matter goes to court.

The FAQ says the liquidation section moves money from the escrow account to DLD's trust account. It then pays beneficiaries in full or in proportion, depending on what the account holds. An escrow account is the project account that off-plan buyers' payments go into.

What does the FAQ say about "under cancellation"?

The FAQ says a project under cancellation has not yet been cancelled. It goes through several steps before a decision, such as a grievance and its review. The FAQ says this takes at least three months, because a committee on incomplete projects considers it.

What about the other values?

DLD's FAQ does not explain Freezed, Under Reviewing, Active, Finished, Conditional Activating or Under Cancellation Notification. Keyva has not found a DLD definition of them, so this page gives none.

Can DLD end a buyer's contract?

No. DLD's FAQ says it does not have the authority to end a contract between developer and investor at the investor's request. The investor goes to the real estate court. DLD's role is limited to reconciling the parties.

Where else is a project's status shown?

The portal's Project download also has the escrow account number, completion percentage, inspection date and completion date for each project. DLD's FAQ says an investor can follow completion percentages on DLD's project tracking service.

Keyva's listing checks page links to DLD's and RERA's own public checks. Keyva is independent and is not part of, or endorsed by, either body.

This page reports what DLD publishes. It is not legal advice.
