DLD's rules page: why so many circulars concern brokers

Keyva ResearchAugust 27, 2026

Most documents on Dubai Land Department's rules page sit under one heading, License Circulars, and many of their titles are about brokers, advertising and marketing. On the page as read on 9 October 2026, 69 of the 95 listed documents were in that category.

The page lists titles, dates and files. Keyva has not read the circulars themselves, so this page reports titles only.

Which categories does the rules page have?

The page (read 9 October 2026) groups its documents under eight headings: Anti-Money Laundering, Dubai Real Estate Valuation Guide, Jointly Owned Property, Leasing Brokerage Agreement, License Circulars, Real Estate Legislation, Survey Guide and Tenancy Guide.

Which License Circulars name brokers or advertising?

Titles listed under License Circulars include:

  • Regulations Governing Communication with Property Owners and the Prohibition of Cold Callings (27 February 2026)
  • Mandatory use of registered phone numbers in the brokers registry (11 April 2023)
  • Applying the QR code system for real estate ads (11 April 2023)
  • Terms and conditions for real estate marketing on portals (2 August 2022)
  • Circular (1/2017) Brokers Smart Cards (1 January 2017)

The same heading also holds titles that are not about brokers, such as a timeshare circular and a circular on collecting service fees.

What do these circulars require?

This page does not say. The rules page gives no summary of any circular, and Keyva has not read their texts.

How is a complaint about a broker made?

DLD's FAQ (read 9 October 2026) says a complaint against a real estate office can be registered on DLD's website or the Dubai REST app.

The FAQ sets conditions. The complaint must be against a real estate company licensed in Dubai. It must be about a real estate violation, not a contractual claim between the parties. Supporting documents, such as a copy of the advert or a payment receipt, and proof of identity must be attached.

The FAQ says complaints about cancelled reservations, compensation, refunds or contract disputes are not considered. Lease disputes go to the Rental Disputes Center.

Where can a broker's licence be looked up?

DLD's open-data portal has a Broker tab. Its download lists each broker's licence start and end dates and brokerage office (portal read 9 October 2026).

Keyva's listing checks page links to DLD's and RERA's own public checks. Keyva is independent and is not part of, or endorsed by, either body.
